Can a private employer create a position and give it to a preselected employee without ever advertising or listing the position to other employees with the company

Absent a collective bargaining agreement or any policy an procedures practice that requires a posting, etc., the private employer can do as it pleases with regard to hiring.

A private employer in IL can pretty much do whatever he wants when it comes to hiring and firing, as long as he is not discriminating against a protected category such as race, and in the absence of any contract or collective bargaining agreement to the contrary.
