child support

My boyfriend recently received a letter from domestics for a child that he signed a birth certificate for 11 years ago. The mother said she doesnt want any child support since he IS NOT even the father. He was 19 at the time of signing the certificate and made a dumb mistake by doing so. The mother is trying to get medicaid for a serious condition and said she had no choice but to go through domestics. Are they going to make him pay now??
