child custody/visitation

how is child custody/visitation obtained in charleston county, sc?

the child is now 10 months old. the father has never seen the child (by the fathers choice). the father would now like to have visitaion rights. the mother will only ''allow'' supervised visitation. there are no grounds for supervised visitation. how does the father seek a court order for reasonable visitaion?

His best course of action is to file an action with the Family Court to have the Judge determine what visitation is appropriate under the facts and circumstances of this case.
